Share 'Rehab on a budget'

Okay, there are some great places and wonderful programs which unfortunately are not cheap. How do you address drug and/or alcohol dependency on a budget? Beyond the obvious that the person has to have a desire and good friends who have compassionate understanding of it, what do you suggest?
